We operate all over the world, collecting and examining solar panels in order to test their functioning or possibly dispose of them.
The provisions apply to photovoltaic panels of all systems that benefit from the incentive mechanisms or “Conto Energia”, listed below:
Conto Energia I (DM 28 July 2005 and DM 6 February 2006);
Conto Energia (DM 19 February 2007);
Conto Energia III (DM 6 August 2010);
Conto Energia IV (DM 5 May 2011);
Conto Energia V (DM 5 July 2012).
In the Conto Energia program, the incentive is foreseen for a period of 20 years from the entry into operation of the system.
On the other hand, photovoltaic panels at the end of their life installed in systems or sections of systems not incentivized by the “Conto Energia” are excluded
The panels are considered WEEE (Waste Electrical and Electronic Equipment), therefore they must be treated in a specific way.
WEEE, once they have reached the end of their life, must be disposed of properly in accordance with the environmental legislation in force.
In Italy, the regulations for the disposal of photovoltaic panels are governed by the European Directive on Waste Electrical and Electronic Equipment (WEEE) and by Legislative Decree 49/2014. These laws establish that photovoltaic panel manufacturers must ensure that their products are managed in a safe and environmentally responsible manner during their end-of-life.
The GSE has defined in detail the methods for managing photovoltaic modules subject to incentives with the Conto Energia.
Depending on the type of system, it is possible to distinguish two types of photovoltaic WEEE:
Domestic: photovoltaic panels of systems with power up to 10 kW;
Industrial: photovoltaic panels of systems with power greater than 10 kW.
End-of-life panels, identified as industrial type, must be managed as special waste and therefore collected by authorized companies.
We are a network that offers its services with the additional aim of recovering and recognizing GSE incentive tariffs (pursuant to art. 40 of Legislative Decree 49/2014 and art. 1 of Legislative Decree 118/2020).
The amount retained by the GSE, aimed at ensuring full coverage of the management costs envisaged for the disposal of photovoltaic modules at the end of their life, is determined on the basis of the average costs of joining the Consortia and the estimate of the costs attributable to the activities of collection, transport, adequate treatment, recovery and disposal of photovoltaic WEEE.
This amount is equal to:
10 €/panel for domestic photovoltaic WEEE;
10 €/panel for professional photovoltaic WEEE.
The GSE reserves the right to update, where necessary, the value of the amount retained, monitoring the evolution of the market.
it is possible to recover the amount retained by the GSE in order to ensure the correct disposal of the panels.
By sending the GSE the Declaration of Delivery signed by the person responsible for the treatment plant, the GSE will return the amount retained in a single solution.
In most cases, the CER code attributable to the disposal of equipment is CER 16 02 14.
